The implementation of Verifactu, the new mandatory electronic invoicing system for freelancers and SMEs, is postponed until 2027

The Government has approved a new timeline for the rollout of Verifactu, the electronic invoicing system developed by the Spanish Tax Agency and designed to ensure greater control over the commercial operations of freelancers and small and medium-sized enterprises. Its entry into force, initially planned for 2026, is now postponed to 2027 in order to facilitate the technological adaptation of the Spanish business ecosystem.

A regulatory change driven by the pace of implementation

The delay responds to the low level of adoption observed in recent months. According to recent data, only around 8% of SMEs and freelancers had implemented the system by the end of November, while 15% were still in the adaptation phase. The Tax Agency considers this extension necessary to ensure an orderly and homogeneous implementation across the country.

With the new timeline, companies subject to Corporate Tax must start using Verifactu from January 1, 2027, while SMEs and freelancers will have an additional period until July 1, 2027.

What Verifactu means for businesses

The Verifactu system requires all invoices to be generated through certified software that ensures the integrity and traceability of data. Invoices must include a QR code and an unalterable record, as well as allow—either immediately or at a later time—the communication of information to the Tax Agency.

The system aims to reduce tax fraud, improve transparency in commercial transactions, and standardize accounting processes in smaller businesses. It is also expected that widespread adoption will help streamline payment flows and reduce late payments.

Although Verifactu does not modify current tax regulations or existing VAT rules, it will impose greater demands on document management and require significant technological upgrades for thousands of businesses.

Sector reactions and demands for adaptation

Associations such as the National Federation of Self-Employed Workers (ATA) have welcomed the news with relief. These organizations had been calling for additional time to prevent professionals with fewer technological resources from being forced into a rushed transition.

The postponement will allow many SMEs to reorganize internal processes, assess which software they need, and plan implementation costs without disrupting day-to-day operations. It will also give technology providers more time to certify their tools according to the technical requirements set by the Tax Agency.

An imminent digital transformation

Despite the delay, the Ministry of Finance maintains that the transition to digital invoicing is unavoidable and that the Verifactu system represents a decisive step in the country’s fiscal modernization. The Administration insists that this tool will be essential for improving the efficiency of tax control and providing greater legal certainty in commercial transactions.

With 2027 on the horizon, both companies and freelancers now have extra time to prepare. The general recommendation across the sector is to begin internal evaluations as soon as possible to ensure smooth implementation and avoid setbacks when the regulation finally comes into force.
